Strengthening TVET Governance: Matching Skills and Jobs

The TVET Sector Support Programme contributes to a TVET system that is more effective, transparent, and aligned with the needs of the job market. Through interventions at the governance level, the programme aims to ensure that trainings not only equip people with skills but also leads to real employment opportunities. It helps to build a TVET system that is digitised, data-driven, based on strong institutions and globally recognised standards, and aligned with Pakistan’s vision and strategies for sustainable economic growth.

These are the main activities at the heart of this intervention

Strengthening the National Skills Information System (NSIS)

The NSIS is Pakistan’s central database for skills and employment trends. The programme provides technical support to NAVTTC for upgrading the system and integrating it with provincial databases. With better data, policies and training courses can be planned more effectively. To ensure training courses are developed in line with labour market needs, the programme conducts labour market research and trains staff of NAVTTC and provincial TEVTAs in the collection and analysis of labour market information. This helps identify which skills are in demand, guiding both policymakers and training institutes in planning their training courses.

Enhancing Monitoring & Evaluation

Stronger monitoring and evaluation (M&E) systems ensure that training courses deliver real results for TVET students. The programme supports NAVTTC in developing a national M&E framework for TVET, which allows for the collection of data on the performance of TVET institutes according to key performance indicators. Provincial TEVTAs are also supported to adopt the framework. and staff at TVET institutes are trained to use the generated evidence and data in their planning. The measures strengthen the capacities of staff to make informed choices, improve efficiency, and respond quickly to labour market shifts. 

Digital Transformation of TVET Governance

The programme supports NAVTTC in digitising key management processes to make them faster and more efficient, reduce paperwork, support transparent decision-making and ensure smoother coordination between federal, provincial, and local training stakeholders. 

International Accreditation of TVET Institutes and Training Courses

Through technical guidance and organisational support, TVET institutes are supported to meet international training standards. The accreditation of training courses makes them more credible and trusted. It also ensures that skills taught in Pakistan are recognised globally. The programme supports selected institutes in securing international accreditation for their training courses. This helps raise training standards and gives graduates better opportunities at home and abroad.

Developing and Implementing TVET Strategies and Plans

The programme supports the drafting and revision of skills strategies and plans at national and provincial levels, including the updating of Pakistan’s Skills Strategy and the revision of the National Vocational Qualifications Framework (NVQF). It works closely with policymakers, training institutes, and employers to align these strategies with Pakistan’s broader development goals and follows up on their implementation.

Labor Market Assessment in Punjab

The “Labor Market Assessment in Punjab” report was developed under the Team Europe-funded TVET Sector Support Programme (SSP) in collaboration with NAVTTC. It aims to guide reforms in Pakistan’s Technical and Vocational Education and Training (TVET) sector by promoting demand-driven courses, expanding training opportunities, and fostering gender equality. Based on consultations with key public and private stakeholders, the study offers data-driven insights to support policy and programme development. It also addresses key challenges in the sector, including low enrolment, lack of coordination, outdated curricula, limited funding, and social stigma. The report emphasises the need for inclusive and modernised training, especially for women, individuals with disabilities, and the transgender community.

Labor Market Assessment in Khyber Pakhtunkhwa

The “Labor Market Assessment in Khyber Pakhtunkhwa,” conducted under the Team Europe-funded TVET Sector Support Programme (SSP) in collaboration with NAVTTC, aims to support reforms in the province’s vocational education sector through demand-driven training, expanded access, and gender inclusion. Based on extensive consultations with stakeholders from both public and private sectors, the report provides valuable insights to guide data-driven policy and programme development. While the TVET sector in Pakistan plays a key role in addressing workforce needs, it faces persistent challenges, including low enrollment, fragmented governance, outdated curricula, and limited access for marginalized groups. Khyber Pakhtunkhwa has made progress through initiatives led by TEVTA-KP, such as establishing new institutes and revising curricula, but continued efforts are essential to improve quality, coordination, and inclusivity in vocational training to meet the province’s evolving labour market demands.

Labor Market Assessment in Balochistan

The “Labour Market Assessment in Balochistan” was developed under the Team Europe-funded TVET Sector Support Programme (TVET SSP), implemented by GIZ in collaboration with NAVTTC. The report provides evidence-based insights to guide reforms in Pakistan’s Technical and Vocational Education and Training (TVET) sector by promoting demand-driven training, expanding vocational opportunities, and advancing gender equality. Based on consultations with key public and private stakeholders, the study identifies labour market trends, skills gaps, and emerging industry needs in Balochistan. It highlights persistent challenges such as limited resources, outdated curricula, weak industry linkages, and socio-cultural barriers affecting women and disadvantaged groups. The report calls for strengthened collaboration, institutional capacity, and inclusive approaches to align TVET programmes with the province’s evolving labour market and foster sustainable economic growth.

Labor Market Assessment in Gilgit Baltistan

The “Labour Market Assessment in Gilgit-Baltistan” was developed under the Team Europe-funded TVET Sector Support Programme (TVET SSP), implemented by GIZ in collaboration with NAVTTC. The report provides data-driven insights to inform reforms in Pakistan’s Technical and Vocational Education and Training (TVET) sector by promoting demand-driven training, expanding vocational opportunities, and advancing gender equality. Based on extensive consultations with key public and private stakeholders, the study examines labour market trends, skills gaps, and emerging industry needs across Gilgit-Baltistan’s ten districts. It highlights key challenges such as limited institutional capacity, outdated curricula, and socio-cultural barriers that restrict participation—particularly among women and disadvantaged groups. The report calls for strengthened collaboration between government, industry, and training providers to align TVET programmes with market needs and to foster inclusive, sustainable economic growth in the region.

International accreditation of TVET institutes

The programme is supporting Khyber Pakhtunkhwa TEVTA in accreditation of 4 programmes of Centre of Excellence at Peshawar. The accreditation of programmes will result in international recognition of training imparted under the accredited programs and would enhance the chances for graduates to seek employment in international job market. SIAS, which is licensed by OfQual-UK, has initiated the accreditation process. Under this collaboration, SIAS will accredit following 4 programmes of CoE Peshawar:
