Team Europe’s TVET Sector Support Programme

Team Europe’s Technical and Vocational Education and Training (TVET) Sector Support Programme is a collaborative initiative co-funded by the European Union (EU) and the Federal Republic of Germany, implemented by GIZ in collaboration with the British Council. The programme supports Pakistan in building a future-ready workforce through sustainable, inclusive, and high-quality technical and vocational education.

This programme has been active since 2011 and continues to drive transformative reforms within Pakistan’s skills sector. With a five-year plan (2023–2028) and a budget of €64 million, it is dedicated to creating opportunities for youth, women, and marginalized communities across the country.

This programme supports the EU Global Gateway Initiative and aligns with Team Europe’s strategy on “Building Back Better through Green Jobs,” emphasizing:

Vision

To develop a robust and inclusive TVET ecosystem that meets market demands, empowers individuals with future-relevant skills, and contributes to Pakistan’s economic resilience and growth.

Key Stats (2023–2028)

  • 28,000 youth trained under CBT

  • 3,650 trainers, assessors, managers upskilled

  • 45 institutes upgraded

  • 8 Centres of Excellence (CoEs) established

  • 97 National Vocational Qualifications (NVQs) developed

  • Updating competency-based training (CBT) courses

  • 97 new training courses

  • 7,200 teachers/assessors trained

Strengthening TVET Governance
  • Data-driven planning and labour market insights

  • Digitization and international accreditation

  • National Skills Strategy and NVQF updates

  • 4 TVET plans developed

  • 40 data-based recommendations

  • 3 employment promotion approaches tested

  • 300 personnel trained

  • 10 TVET institutes affiliated with international bodies

Supporting School-to-Work Transitions
  • Public-private partnerships and industry engagement

  • Career guidance and job awareness (especially for women)

  • Green business practices and entrepreneurship support

  • 1,000 Institute Management Committees (IMCs)

  • 1,000 participants from IMCs and Business/Industry Associations

  • 100 companies trained in climate-smart know-how

  • 50 companies involved in career fairs

  • 16,800 graduates employed or self-employed

  • 4,200 beneficiaries of Career Guidance & Counseling

Expanding Access for Returnees and Migrants
  • Reintegration through skills recognition, entrepreneurship, and training

  • Partnerships with MoOPHRD and NAVTTC

  • 100 participants in reintegration training
