Policy Makers – Shaping Skills for Inclusive Growth

The TVET Sector Support Programme works hand in hand with governments at both federal and provincial levels to strengthen the skills ecosystem. By providing evidence-based analysis, labour market research, and international best practices, the programme supports policy makers in designing reforms that are practical, inclusive, and sustainable.

This includes strengthening the National Vocational Qualifications Framework (NVQF), drafting and implementing provincial TVET strategies, and developing systems such as the National Skills Information System (NSIS). Tracer studies and evaluations provide reliable data to ensure policies stay responsive to changing labour market needs.

The programme also creates platforms for dialogue, connecting governments with employers, civil society, and development partners. A key focus is on inclusive policies, such as the National Strategy for Gender Mainstreaming in TVET, ensuring that training and job opportunities reach disadvantaged groups.

By working together, we are building a TVET system that not only meets today’s economic demands but also prepares Pakistan for the opportunities of tomorrow.
