Supporting school to work transition: From learning to earning

The TVET Sector Support Programme aims to support graduates in their move from classrooms to careers by improving the linkage between training and employment. This includes strengthening career guidance and counselling services at TVET institutes and creating stronger partnerships between the TVET system and industry – both at the level of TVET bodies and individual TVET institutes. Providing better information about job opportunities and equip students with the skills to successfully find and apply for jobs in the labour market helps them transition more easily into employment. Particular attention is given to strengthening guidance for female students.  

Intervention in numbers: 

  • 100 Institute Management Committees (IMCs) established 
  • 1,000 participants from Institute Management Committees (IMCs) and Business and Industry Associations (BIAs) trained 
  • 1,000 companies advised on climate-smart know-how 
  • 1,000 companies involved in career entry activities 
  • 50 companies hired TVET graduates 
  • 16,800 graduates employed or self-employed 
  • 4,200 women benefited from tailored career guidance and counselling (CGC) services

Promoting Employment Opportunities

To prepare students for the realities of the labour market, the programme supports TVET institutes in raising awareness about career options. Activities such as job fairs, mentoring programmes, networking events, and campaigns connect students with employers and showcase job opportunities in growth sectors. Through engaging families and communities, the programme aims to create a supportive environment for youth to find and pursue meaningful work, while initiatives such as WorldSkills Pakistan promote excellence and raise awareness about the value of skills. 

Strengthening Career Guidance and Counselling

Dedicated Career Counselling and Job Placement Centres (CCJPCs) at TVET institutes are strengthened to provide reliable career advice. Career guidance and counselling services help students understand labour market trends, prepare them for employment and explore new job opportunities in growth sectors. Tailored services for women support female graduates in finding a suitable job and encourage them to enter and thrive in non-traditional career paths. 

Improving the Functionality and Capacities of Institute Management Committees

The programme aims to ensure that businesses play an active role in supporting TVET graduates. Targeted capacity development measures for Institute Management Committees (IMCs) and Business and Industry Associations (BIAs) enable these stakeholders to guide training institutes, support students during their transition into the workforce, and ensure that training offers match the labour demand of local companies in the vicinity of TVET institutes. 

Building Stronger Public-Private Dialogue and Partnerships

The programme facilitates regular dialogue and systematic partnerships between NAVTTC, provincial TEVTAs, training institutes, and private sector stakeholders such as chambers of commerce, BIAs and companies. The aim is to strengthen the alignment between training courses and labour market needs, especially in emerging areas like digital and green skills, while expanding opportunities for TVET graduates in growth sectors. 

Greening Businesses and Workplaces

The programme also works with companies to promote sustainable business practices by raising awareness about green and climate-smart know-how and technologies. This reduces environmental impacts and creates new opportunities for employment in the green economy. By encouraging businesses to adopt sustainable approaches, the initiative contributes to a future workforce that is both skilled and environmentally conscious.
