NAVTTC develops National Qualification Framework

ISLAMABAD: National Vocational and Technical Training Commission has stepped up efforts for developing Pakistan’s first National Qualification Framework (NQF), which will create better job prospects and facilitate pathways for learner and their career mobility.

TVET Reform Support Programme, a five year initiative co-funded by the European Union, the Kingdom of the Netherlands and the Federal Republic of Germany, is facilitating the NAVTTC to formulate and introduce NQF in Pakistan.

The NQF is an instrument, already introduced in several countries, classifying skills, knowledge and competences a person must have in order to perform a job from the basic level to the highest level. It is equally beneficial for the trainees in the technical and vocational education and training system as well as the industry and employers.

A team of experts has formulated the draft NQF and in phase 1 is being extensively discussed with chambers of commerce and industry across the country. The attempt was to expose and introduce private sector and industry to the NQF concept, highlighting the efficacy of a qualification framework for Pakistan.

The elaboration also alluded to the existing frameworks globally and those under review for consolidation into a regional framework. In Phase 2 the aim was to discuss the level descriptors of the proposed NQF for which the chambers from across the country were invited to Federation of Pakistan Chamber of Commerce and Industry (FPCCI), head office in Karachi as well as Chambers of Commerce and Industry at Lahore and Islamabad.

Along with representatives from the chambers, managers and administrators from technical and vocational streams were an integral part of the discussion on NQF level descriptors.
