TVET Reforms in Gilgit Baltistan

Youth of Gilgit Baltistan is more than half of the population with a literacy rate of well above 70%. TVET Sector Support Programme started in 2017 in GB. Competency-based training models have been introduced in Eight different qualifications under NVQF. Since 2017, programme has supported Gilgit Balistan Directorate of Education and Skills Development (DTESD) in training 886 CBT graduates in trades like general electrician, dress making, auto CAD, computer operating, beautician and plumbing. 511 have been awarded the certificates through Recognition of Prior Learning. Private sector engagement for on-job training, assessment and post diploma employability has been increased to more than 50% which resulted in 66% more employability of Competency-based trained workforce of Gilgit Baltistan. Current budget of 5.0 million for is being used to increase the competency-based TVET facilities and improvement in current infrastructure. TVET Sector Support Programme has already trained 200 assessors for competency-based training assessment in GB. Agreements are signed with private industry for on-job trainings of the trainees and skills advisory forum on provincial level is also formed. The TVET Sector Support Programme is funded by the European Union, Federal Republic of Germany and the Royal Norwegian Embassy. The Programme has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close collaboration with the National Vocational and Technical Training Commission (NAVTTC) as well as provincial Technical Education and Vocational Training Authorities (TEVTAs) and private sector organizations.
