Pakistan TVET REFORM Support Programme Technical and Vocational Education and Training (TVET) Reform support Programme
Quetta October 25th 2021: TVET Sector Support Programme, funded by the European Union, the Federal Republic of Germany and the Royal Norwegian Embassy and implemented by the National Vocational and Technical Training Commission and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) organized the Balochistan Hunar-Rozgar Mela 2021 (Skills Show and Recruitment Drive) to provide an opportunity to trained youth to play productive role in key economic sectors at a local hotel in Quetta.
This activity provided a platform to support in matching hundreds of young jobseekers trained in vocational and technical occupations with recruiters and Human Resource (HR) professionals from leading enterprises of Quetta. Through this Mela, TVET Sector Support Programme showcased the top training institutes in Balochistan that are implementing competency-based training for industry priority key sectors. It likewise promoted the contribution of top Business and Industry Associations (BIAs) and enterprises from these sectors which have contributed to the TVET system in providing on-the-job trainings and employment to the youth of this region.
Speaking at the occasion of Hunar Rozgar Mela 2021 ceremony, Governor Baluchistan Syed Zahoor Ahmad Agha praised the efforts and said, “The Hunar Rozgar Mela 2021 has been offering great opportunity and served as a platform to connect qualified jobseekers that are specially trained in vocational and technical trades with renowned recruiters and HR professionals from leading enterprises”. He further mentioned that the role of programmes like TVET SSP playing decisive role in socio-economic uplift of the community and help literate youth to best utilized their learned skilled in regional and national development of Pakistan.
Her Excellency, ambassador of European Union Delegation in Pakistan Ms. Androulla Kaminara shared her thoughts “I would like to congratulate to the training partners, industry partners, National Vocational and Technical Training Commission (NAVTTC), and GIZ organizer of this Hunar Rozgar Mela 2021, for the facilitation of this huge number of 400 jobs for skilled young people of Balochistan in a single day. It is heartening to see many enterprises and Small and Medium Enterprises (SMEs) active participation, clearing means our efforts have been prolific.”
Mr. Olaf Handloegten, Cluster Coordinator, Training and Sustainable Growth for Decent Jobs GIZ-Pakistan while sharing about contribution of TVET Sector Support Programme said that “As-many-as 950 graduates from 12 different TVET institutes are going to visit recruitment installs of 34 national and multinational enterprises for various employment opportunities against 400 vacant jobs in just one day today. Through the TVET Sector Support Programme, our vision is to promote the private sector engagement for enhanced employability of TVET graduates and today’s event is one of the glimpses of this intention.” He said.
During the Balochistan Hunar Rozgar Mela, thirty-four participating enterprises took on-spot interviews of 950 TVET on-the job trainees and graduates support in achieving employment for approximately 400 vacancies. The Hunar Rozgar mela mark the public-private partnership in creating job opportunities for trained skill force of Balochistan. It demonstrates the ambition of Government of Pakistan’s commitment towards employment promotion and skills delivery through TVET Sector Support Programme by engaging private sector and donors’ contribution in promoting private sector engagement as part of overall TVET Reform.
Measures taken by the Government of Pakistan through TVET Sector Support Programme to involve private sector- such as their inclusion in management of training institutes through formation of Institute Management Committees (IMCs), establishment of National and Provincial Skills Forum, engaging business industry associations and chambers of commerce are some key interventions.
TVET Sector Support Programme since inception of its second phase in 2017 has so far achieved training of approximately 42,000 young men and women in various competency-based occupation, assisted national and provincial TVET authorities in recognition of prior learning of around 31,200 men and women across Pakistan, for human resource development of TVET officials, trained as-many-as 5,000 teachers, assessors, principals and TVET personnel. TVET SSP has supported in accreditation of 330 institutes for promoting workplace-based training and private sector led management of training 491 IMCs have been established, almost 1,580 partnerships are signed.
Under TVET SSP training fund initiative in Sindh and Balochistan 12,500 trainees have graduated and 8,653 trainees are currently enrolled. The programme has engaged 81 training institutes for imparting workplace-based training under 62 agreements Up to 60% of employment is so far facilitated in Sindh and Balochistan through these measures. This program has engaged 4 BIAs in Sindh and 4 in Balochistan through the institutes in the entire training process up to employment facilitation.
